ADMINISTRATIVE EXPERIENCE:

Richard has offered clients professional services in a number of adminsitrative and emergency planning program areas, including Y2K preparation, occupational health policy development and food auditing since 1996.

In his 30 years with the Environmental Health Services, Department of Public Health, City of Torontoto 1996 Richard held various managerial positions and has experienced changes both successful and unsuccessful. 



ADMINISTRATIVE RESPONSIBILITIES:

Program responsibility included:

Food Quality, Infection Control, Rabies and Animal Control, Environmental Protection, Emergency Response Planning and Animal Control Services with a budget of over $5,000,000, and a staff of 65.

Administrative Accomplishments:

Successful implementation of strategic planning process in the Environmental Health Service; introduction of the Team Concept for the Environmental Health Officers (public health inspectors) and development of client-focussed approach to the food industry.


Projects undertaken:

i)   Greenwood Racetrack Steering Workgroup to select appropriate
development options for the former racetrack site with local community
consensus 


ii)  City of Toronto Decommissioning Steering Committee for the former
Toronto Refiners and Smelters property 


iii) Developed, planned, and managed, together with the respective community,
the Housedust Cleaning Component of the Lead Reduction Programme in South Riverdale and Niagara in collaboration with the Ministry
of the Environment Project came in $500,000 under the $2,600,000
allotted budget


iv)  Responsible for all public health emergency planning coordination under the Metro Toronto Emergency Plan, both for the DPH, and for the surrounding 9 health units


v)   Development and Implementation of a HACCP protocol (a process-
focused food handling audit program) for the City of Toronto
